Painting over Water Stain on Ceiling

Several coats of white paint, looks fine until paint dries, then you can see the water stain again.
What's my solution here?

Kilz, put a coat or 2 of that on it and then paint with the white paint you are using.

Oil based stain-killing primer. Kilz, Cover Stain, Pro Block.
A water-sensitive stain gets "reactivated" by latex paint.

And when you buy the oil base Kilz, be sure to buy a cheap throw away brush so you don't have to buy mineral spirits to clean a good brush.

Original Kilz is good. I think Pro Block will hide some stains that even Kilz won’t.
