This is in part how incompetent people of color rise to power. The use the race card to shield them from criticism and, most importantly, shields them from accountability for their actions.

No one is blaming the fires on the Mayor. They are blaming the piss poor response on the Mayor, not because she is black, but because she is incompetent. The Fire Chief, also completely incompetent and responsible for the poor response, is NOT BLACK, and getting equal blame.
