Nobody in history spent as much as Trump & Biden, so Carter.

We have no way of knowing this yet. The longterm costs of just the Dept of Education both monetarily and culturally can't be quantified in a manner any american can accept.

Carter by far. He was a fiscal conservative. He even shut down the government in a fight with the Speaker over the deficit spending in the budget - and the Speaker was Democrat Tip O'Neil. It wasn't until the 80s when they tried to gaslight the public into thinking debt was good.
