Quickest way to acquire UPDATED passport in BR

Edit: friend of mine has a passport expired by 20+ years and needs to get it updated so he can accept a job with an organization overseas. Best place in BR to do this and likely timeframe?
Situation came up very recently and he is working on getting his social security card and birth certificate at this time.
I'm now reading he will have to apply fully for a brand new passport.

Fastest way is at the passport office in New Orleans. He should see if he's eligible to get a passport this way.
