If (when) Kamala loses the election, does she have the power to not certify it since she’s still the Vice President? And in the event of an electoral tie, does the Vice President have the power to choose? I could totally see that being a designed democratic strategy vs outright stealing it again.

If it’s an electoral tie, I believe it goes to the house where each states delegation gets a single vote. Which Trump will win. I think the VP is chosen by the senate but I could be wrong on that.

The VP - as President of Senate counts the vote. Under the Constituion it is not clear that the count was purely ceremonial. Hence the Pence stuff in 2021.
But Congress passed a law in 2022 making it ceremonial.
