I used a plug-in for Photoshop, Alien Skin Xenofex 2, that has a shatter setting. I cut out the front of the TV so it would be on a separate layer and then I added the shatter to it.
I'm not sure, but I imagine so, that Elements is capable of plug-ins. If so, there are a lot of free plug-ins out there. Just Google PS Elements plug-ins or something like that and check out what's out there.
