The decision to have Goldberg take the title off of Hogan at a soldout Georgia Dome..at a cable tv Nitro event televised on TNT.
That decision started the descent. WCW was so obsessed with the Monday night rating war that it would unload all of its bullets at it and eventually they realized they were out of ammo. Then it was full on desperation.

Except most PPV revenue went to Turner Home Entertainment, not WCW.
