If there is no penalty or understanding of the ramifications of abusing 911 then how will you feel when there is a violent rapist trying to bust into your wife, mother, sister or daughter's home but the cops are late because some sleazy subhumans keep calling the police to their home over something they have already explained they cannot handle. The officer was calmly trying to get the slut to understand the law on this and she refused to acknowledge. Without that it was likely she would call again and again.
