Am I a bad person?

I was on my way home this morning. As I was driving down the road I seen what appeared to be a woman ODing and her boyfriend standing next to her looking worried. They both clearly look strung out and are off the deep end. I was getting ready to call 911 but then thought to my self “This chick has probably did this multiple time and will do it again so what’s the point” so I drove off.
