Easy fix. Just stop the cap on SS income deductions. Currently after $168K in yearly earnings you don't pay the SS deduction. I'm Ok with this and I fall in that category.

Can you show your work to prove that it really is an easy fix?
As in, the math?
As in, do enough people really make enough more than $168,000 a year to make up the shortfall?
I kind of doubt it.

First off, asrepayment falls more or less IAW contributions, your proposal would mean you'd simply be due a bigger monthly check when you drew SS. Second, you're not going to make up a 23% deficit that way, even if SS was converted into a straight redistributional welfare system as you seem to propose.
