Are they measuring OD"s or OD deaths? Looks like deaths.
Maybe the number of OD's have not gone down BUT maybe it's because Narcan is available OTC since March of 23? Less OD's are fatal?

There are also free Fentanyl test strips at some gas stations. I noticed them a while back. Maybe some junkies are actually using them.
