I mean assuming the stat reporting is accurate (and as with most things it probably is not) then there is a logical explanation for a decline: the pool of potential victims has been reduced by previous OD deaths.
There are only so many drug addicts out there. The more that die, the fewer remain to die during the next statistical cycle.
In other words, we aren't really fixing the root problem. We're just celebrating the fact that there are fewer people on earth using fentanyl because a lot of them already died from fentanyl.
