Who was the alleged " victim " in the Trump ledger entry

Assuming Trump mislabeled an expense, deliberately or on advice from his lawyer or for whatever reason, isn't this Trump's own business journal
What crime was he covering as the agreement with Stormy was perfectly legal? Who was he hiding the correct entry from?
It appears any self employed businessman can manage his books any way he pleases as long as he is not violating a tax law upon filing. For instance if a company owner ordered shirts with company logos for all 200 of his employees and recorded them as promotional items rather than uniforms he would not be subject to prosecution. How is this not the same thing Trump did?
Looking for the board's attorneys to weigh in and explain.
