Fair enough. Typical dredging projects last 20 years for the first phase, 30-35 years for the second phase, and 50 years for the third phase. Sounds like it would take 3 cycles to match what is being proposed. $600M each cycle is still cheaper than &3B.

My question would be, is it not the state's prerogative to decide how this would be done? That there are other alternative options seems irrelevant now, that this decision was already made to go forward with the diversion a decade ago.

Where was all of this uproar in that time? This thing passed the legislature unanimously, repeatedly.
