Spread across jurisdictions, and with random lower risk targets and a long enough horizon— I’d say not impossible.
Plenty of agencies don’t talk. There’s epic dna backlogs. Plenty of police departments are epically understaffed so entering data or even really researching is a mess. And that’s ignoring as others mentioned the reality that there’s plenty of very rural low tech areas.
