Nobody will care about the true reasons for this happening (nobody paying their bills at multiple levels). It will be strictly turned into a race/class thing and the water will be turned back on due to outside pressures.

Shreveport was such a fun place in the 70s and early 80s. The square was an awesome place.
The shite show was limited to a couple of neighborhoods then, now its city wide.

Problem is, those who are actually paying their bills will also get cut off from the water supply.
