And what does that have to do with obvious mis-management/ineptitude in public office...leading to a probable bail-out paid for by Livingston Parish and state coffers ?

Dude that's so common in Louisiana it's ridiculous. You wouldn't believe some of the problems small towns have in the water department. If you want a job where you're always going to have work go get your operator's certifications and find a bunch of systems close by that you can go on their books since they have to have a certified operator and there's simply not enough of them. There's some of those in this state with a half dozen or more towns under them they're making money from.
And that doesn't even get into the one's where the state takes over. That whole process is so Louisiana it's ridiculous. Lets just say there's a well oiled machine that was started by a State Senator that started a construction company and an operating company where they're either winning bids for new projects or being handed the contracts to take over yet another water system that the state took over. And that's well known and apparently not illegal.
