They didn't have to. All they had to do was convince ($$$) them to give their mail-in ballot to the campaign worker. The "campaign" saved them the trouble of actually filling it out and mailing it in.

With widespread, and largely unregulated mail-in voting (you know, because of public safety), thousands, possibly millions of people "voted" in the election without actually knowing (a) they voted, and/or (b) who they voted for.

The one thing that often plagued candidates (mostly democrats) was turnout. You could canvas an area trying to get people to vote for you. You could offer $20 (for "lunch") and a bus ride to the polling place. But if they didn't actually get on the bus and travel to the polling place they didn't get an official ballot and, thus, couldn't vote. Mail-in voting fixed that pesky "turn out" issue.
