I thought they were trying to keep him out of office.
They had no intentions of letting Trump beat Hillary. They underestimated Trumps support and did not have a plan in place to make up enough votes to give Hillary the win. They did not make the same mistake again in 2020.

Interesting also is just how few votes above the needed numbers clinched the election. Less than 20K in the several needed swing states. Voting machine tabulation to the rescue!
