The intel agencies and Pentagon do what they want. The President barely even matters at this point. It does make me wonder, though, who really makes the call on tough decisions.

It's State as well. Remember when Trump was impeached one of Vindman's primary issues was that Trump was, in his words, trying to subvert established foreign policy.
I get you hate Trump, but like him or not he was the president. His whims are foreign policy.
