Ask yourself why it’s a “3 phase” project. It’s funding. There’s a perception that these projects take so long due to studies and incompetence and while those things are both true to an extent, the main reason is that there isn’t enough money to go around. So the list of projects that DOTD is “working on” is much longer than the list of projects that are actually funded for construction.
The only reason the Pecue project is happening at all is that there have been influxes of federal money - first from $80 million that was redistributed due to being unused by other states in 2018, and now from the federal infrastructure bill.
