Dunno if he is guilty or not
But I can tell you that reimbursing equipment for 29K has to, or should, violate just about every school district policy / good accounting policy there is.
Purchases of any significant size should be handled by the school or school district, purchase orders, etc.
Someone besides this coach needs to answer some questions.

Nearly every school district business office would tell you that if you purchase something out of pocket without an approved purchase order, it's yours.

Most parishes if not all still send out paper stubs on Michael Scott level paper. They need more than policies.
