Actually, they can draw more regional districts and still maintain the possibility of two majority black districts. The problem is that it would also dilute the support of the presently elected white reps making them vulnerable in the next election.

That’s the real reason for the current map looking the way that it does.

Your post goes to a point I made earlier. If LA’s districts were drawn on the basis of population and geography, with deferrence to existing political boundaries where possible and absolutely no consideration of demographics beyond pure numbers, we’d have two or three highly competitive districts. But we can’t have that, can we?

This.

The current map lumps parts of BR with parts of NOLA. The population for this district is only 27% white.The obvious fix would be to allow a minority district for NOLA and one for BR.
