Had an interesting discussion with a State Farm agent a few months back and asked how "driverless" vehicles would be insured. He said a lot of the responsibility will shift to the tech companies that developed the systems. For example, instead of the trucking firm/carrier having $x in insurance liability, they would carry less and the tech firms that developed and maintained the software and components would cover the difference with their own liability policy.
Take this with a grain of salt as there was some beer involved in the discussion.
