Not really-

Texarkana and Pensacola are almost as far away form Shreveport and Mobile as New Orleans is to Baton Rouge.

MSAs are partly determined by the amount of the population that commutes to the other city on a daily basis, I believe it is 25%. This is part of the reason why there was a push for rail service from BR to Nola, to combine metros and receive more federal funding.

Rail travel still won’t raise that to 25% unless they are bussing homeless people between areas repeatedly.
