That’s not the law. As soon as they begin circulating the petition everything is frozen. You cannot annex areas that are within the boundaries proposed. It has nothing to do with the vote.
Edit: Anything after March 2018 is prohibited from being annexed.

Right now it affects United Plaza, Lipseys, Turner Industries, Louisiana State Employees Retirement System, Teachers Retirement System of Louisiana and Two Sisters of Baton Rouge since they were annexed in 2020.
