I don't think that's an accurate characterization.
It isn't that someone might have a gun. It's more that they likely won't have a gun. I don't care how stupid someone is, criminals generally don't want to be shot to death.
The whole idea is to turn likely won't into probably will. Even stupid criminals understand risk-return ratios.

Estimates are there are about 350 million guns in circulation in the United States. There certainly is no shortage and they are not exclusive to criminals. Plenty of people - both law abiding citizens and criminals have them. Criminals simply do not care because that is what makes them criminals.
