I see people of the Mexican persuasion do it all the time. Not that I would

I have told this before and folks are dubious but when we lived in New Mexico we regularly saw entire fleets of 7 or 8 vehicles being towed by one vehicle headed south. Sometimes it would be a damned Camry pulling 4-5 cars, Sometimes a pickup pulling 6-7 and sometimes it would be a school bus pulling 6-7 school busses. There would be 3 - 4 of these together most of the time...rarely saw on by itself. I always thought they were stolen but apparently they buy them for cheap in the states and tow them to Mexico and either sell them as is or repair them and sell them. It is a common sight in SE New Mexico...I have been told it is seen in Texas as well. I am sure they have some sort of license and permit...it is, by all accounts, a legit operation.

What ain't legit is hauling mobile homes...not RVs but mobile homes, behind a half ton pickup. I was about a week in New Mexico the first time I saw this...about daylight on a Sunday. Coming from white trash stock I appreciated it at the time...and it wasn't just once, it was pretty common to see someone moving a mobile home, even double wides (2 trips of course) in New Mexico behind a half ton pickup. Gotta love that if you're white trash...damn the trailer park rent....slip out on Sunday morning while the landlord is in church!
