It’s not legal but it’s something I am also loose about depending on the intersection. For instance, when turning left on I12 west bound from Juban (so northbound to west bound) has only a protected arrow. When both lanes are green the arrow stays red. Often you sit there for a minute waiting for the next cycle and there are only a handful of cars at the beginning (or none during low traffic). So if the northbound lanes have a green and I’m first in line I’ll roll on through if there are no cars around.
Adam Carolla used to preach about blowing lights in this situation. He says he would even pull in front of the stopped car and turn left. I don’t take it that far.
