Found the intersection OP used as an example on street view:



He seems to be saying that if:
1. The light on W Esplanade is green,
2. then he turns left and has a red light across the canal
..then he would treat the red light across the canal like a stop sign and roll through the intersection.

That is 100% running a red light.

Yeah, you definitely must stop in that case.

However, Broadway in Galveston is somewhat similar but there is no canal and the median is only as wide as a single car length. At 60 blocks long, there are numerous intersections without a turn lane or turn signal. I, nor anyone else I have seen, stops after making the left, assuming there is no oncoming traffic.
