To his credit from day 1, Jason Whitlock went after Deion saying the exact same thing and took tons of heat from fanboys jumping on the Prime bandwagon after they beat TCU.
The take was Deion is in it only for his kids, endorsements and his own personal fame. He treats the Colorado job like an AAU, he's not interested in building a brick and mortar program.

I think Deion doesn't have the patience to build up a school the way a Nick Saban did. That requires an alignment across the entire university which would include Deion playing some politics with prominent alumni and possibly even Colorado state political figures. It would also require a longer term investment on his part beyond 3-4 years. Deion has never given the vibe that he's trying to build Colorado.
Aside from that, NIL has really thrown a wrench into the "build a program" strategy and it's obviously a big reason why Saban left.
You can't cultivate a culture when you have 40 brand new players every year. It's happening to everyone. Outside of pure facility upgrades, everything becomes about recruiting and evaluating.
