1) I can't fathom the level of trashiness one is on to just casually toss a Route 44 cup out of their window

2) There is absolutely no reason they can't have prisoners that have 2-5 year sentences out picking up litter on the highway

It still happens, the prisoners of Rayburn Correctional Center, the prison in Washington Parish still pick up trash on the highways. I don’t think they do interstates but they still do state highways.

I shop at Albertson's & I often see piles of crawfish trash laying in the middle of the parking lot, trash bags of chicken bones, empty chip bags, cups of all sizes. As in ash trays full of cigarette butts dumped in a pile. There is "litter" & then there are trash dumps. Then when I visit my son in Japan, I see zero litter. Of any kind, anywhere.
