No dude. It was a loss any way you cut it. The enemy just bided its time knowing that we and our allies would never do the things that needed to be done to control the situation on the ground.

We did control the situation on the ground for the vast majority of the country...for almost 20 years. It was just pointless, so we left.

The population of Afghanistan is not compatible with the modern world and would never accept a modern society, economy, or government. No amount of military force would solve that.
