I believe you are on the right track but another thing to consider would be all those people on the right (who mow their grass and change their oil) are also the ones that the nation depends on. Blue collar workers. When they stop going to work or worse yet intentionally sabotage their workplaces, life in America will change immediately. Just a few men in a few industries could do real harm to the governments ability to fight a civil war.

How much of a stockpile of goods does the government really have? And would they send it to civilians or keep if for themselves. And if they sent it to civilians how long would the supplies last for 300 million people. Not long. Probably not one meal each.
