Although NPR receives less than 1% of its funding directly through government, it receives up to 15% indirectly from government-funded sources.

Those are discretionary. The grants these stations receive go to the programming their members demand. They don't have to buy NPR news programming.
The Corporation for Public Broadcasting (CPB) gets direct federal funding, not NPR. Some of that money goes out to local stations as grants. NPR has to compete with other programming providers for that money.
