Something can be around for thousands of years and still be trendy at different periods as well as still being around when the trend ends. However, I am not so sure about tattoos.

When I was young a tattoo generally meant one of three things, you you served in the military at some point, you were a biker or member of some shady (by normal society standards) group, or you had been in prison. There was a societal stigma to tattoos that does not seem to exist now.
