Again, he reportedly had a ski mask on. He was also on bond for a gun charge from a few months ago.
The car Reed was driving was not listed as stolen, so if it was registered to him, the cops would have known who he was, and had reason to believe he'd be trouble.

There is almost ALWAYS more to these stories. Police don't pull over perps for seatbelt tickets in unmarked vehicles unless they are undercover and he was under surveillance for a larger crime.
