Police don't operate under a 'rule of thumb.' You are trained to eliminate the threat. The typical officer carries three magazines with a range of 13-19 rounds on average (depending upon caliber of weapon). You can easily go thru three magazines in 30 seconds. If you've ever gone thru training scenarios this would be obvious. 99% of the population have never experienced this, thus they have no idea how 96 rounds could be discharged. 4 officers can easily discharge nearly 200 rounds in 30 seconds, as long as the threat was still active.
