To be clear, the OP is incorrect. It isn't illegal to drive in the rain with your hazard lights on.

That's what I said, provided that you also have a vehicular traffic hazard present that you would need to indicate to other drivers.

What hazard is present in your hypothetical that makes you able to have hazards on while moving?
