We're talking NBA here? This is absolutely true.
Especially in the 90s and 00s when expansion really screwed up the average talent of each team up and the league had a ton of scrubs.
America still doesn't produce nearly enough for the league, which is why such a high % of the league (including the very top) are foreign-born.
