Yes. Even Catholic school kids are morons and wouldn't take school seriously if they didn't have parents that made them.
But I don't think offering trade schooling in HS is a bad idea if it gets kids to learn a productive way to make money after they graduate.

The option should be there when they enter. We need more skilled labor and less BS sociology degrees.
I think if LA pushed a trade program, and I mean really pushed it, that would gain some traction. The guys and gals would be learning real life skills that would be useful for their lifetime.
