I think the point is 2 fold:

1) to let families that send their kids to private schools actually benefit from the taxes we pay that currently only goes to public schools that we don't use.

2) To give families that would like to send their kids to private school but can't afford it an opportunity to do so.

I realize that these points are altruistic and theoretical but that is the point of this plan. I understand that shitty people will raise tuition and find other ways to corrupt the system but its purpose is the above.

This is a real issue and if they want this program to work as intended, it can't come with many strings attached.
