How? The students that remain in public school are those whose parents are too poor to afford private school (even with GATOR scholarship) and kids with behavioral issues or learning disabilities that private schools aren't forced to accept. At the end of the day, public and private schools play by different sets of rules.

You can't kneecap public schools and expect them to improve.
