I think he's saying that just having a strong arm and poor accuracy makes his arm talent not elite, just his arm strength. Brandon Harris had elite arm strength too and no one said he had elite arm talent (not saying he's Brandon Harris).

Maye seems like the prototype QB that has the measurable but not the in game results. Seems like those guys are always drafted highly but usually bust with the exception of Josh Allen who still took a while to get good.

I think he has elite arm talent. Decision making, trying to do too much while on the run, inability to anticipate throws are all things that could sink him which have nothing to do with arm talent.
Now, if he constantly missing targets while being on platform, fair enough. But, I don't see that. I see a guy that can make all of the throws...not only the strong arm ones.
