“…but if The Bluffs was open and in the same condition, I'd drive the extra 15 minutes.“
….and there’s the whole issue with the place. It’s a monster of a layout with a lot of issues for maintenance and not a steady stream of revenue to keep afloat.
You’d drive an extra 15 minutes, but how often? And how many more like you will?

I think making it affordable is the wrong route.
It's an hour from most places in Baton Rouge. That means an hour there, an hour back, hour to pay/warmup/ grab drinks before teeing off, and four hours for golf. That's 7 hours without going to the 19th hole. That's basically an entire day.
I would love to splurge on a $150 - $200 round at The Bluffs when it's in pristine condition a few times a year. If they were affordable and had decent conditions, I still wouldn't play it that much because of the time commitment involved. Maybe it's bc I have young kids, that just doesn't work for me. Maybe I'm in the minority.

Try to find a tee time anywhere in town tomorrow. They are basically non-existent.
Beaver Creek, Copper Mill, Santa Maria, The Island, Pelican Point, and Carter Plantation all have nothing before noon available. I didn't try Greystone. Hell, you can't even get Webb.
If The Bluffs can't succeed in this environment then they are doing something wrong. I understand it will take a lot of money to get it back up and running, but make it a destination and supplement with local play/memberships.
