I’m anti-welfare as a categorical, but why is it that I never hear calls to end welfare for people who abuse alcohol? It’s always the amorphous “drugs”.

Welfare reform with respect to drug abuse has always included alcohol abuse, if you have never heard that then it's on you because those studies are decades old.
