Building a stadium or arena in your city to draw in a new team is a great investment if you don’t have a team in that sport or any of the big 4 really.
Paying to renovate or build them an entirely new one is a bad deal.
Green Bay has renovated and expanded Lambeau numerous times and to my knowledge hasn’t used tax money to do so.

Your knowledge is incomplete.
Prior to the major 2003 renovation, Brown County voters approved a 0.5% sales tax on Sept. 12, 2000, by a 53%-47% margin after a contentious campaign. The tax, which was retired in September 2015, provided $309.5 million to the Green Bay-Brown County Professional Football Stadium District, an average of $20.6 million per year.
