What they should do is just tell everyone that criminals get to use BART from like 4p - midnight and non-criminals get to use it from 5a to 4p. That way the criminals aren’t using it at the the same time as the non-criminals.
I’m sure that would keep everyone safer, and it makes just about as much sense as handing out red and yellow cards.
