Is it a serious question or an attempt to play got you? I'm sure I could list a few but most are context related.

I don't think about it much but it's like the law clerk of Justice Potter Stewart said to him when asking how to describe pornography, "Mr. Justice, you will know it when you see it."

So in my experience, I have heard people say "Well, you know he's a Democrat" in a manner indicating he's black and in a tone where it is clear what they are saying but are worried about being overheard. Welfare Queen also comes to mind.

So let me ask you a serious question, do you think "hood rat thugs" is ever used to describe a group of white people?

Do you ever think it is used to describe a group of black people in anything other than a highly negative and prejudicial manner?

Maybe it's just a bad choice of wording by the OP and adding the "not racist" part makes it worse. If you feel the need to add that or open with "I'm not racist but" you should probably rethink what you are saying or at least how you are saying it.

Let me end by saying that racism is nowhere near as bad as it was when I was young (I'm 62) but it also has not gone away. We all need to examine ourselves and do our best to separate the conclusions we come to that are practical and necessary from those that wander into things like racism.
