Captain Kyler in Melbourne is one of the only fishing guides I would consider paying to go fishing. About an hour south of the Cape. I have fished with him several times and he is very easy to be in a boat with and works to catch fish. Every time I have fished with him we made bait, something a lot of them in the area will make a half-hearted attempt at and then use shrimp, which is fine, but nothing like white bait. I have always caught fish with him. The main thing is he is very easy to be in a boat with and is ATE up with fishing. Its more like fishing with a buddy than a guide...not so in most of my experience with guides and charters.
That being said if you are in the area there is some of the best surf fishing of the year in the summer. Early before the crowds hit the beach there are a BUNCH of snook cruising the first cut just off the beach...it is entirely possible to sight fish and catch snook and reds right off the beach or, even better, flat line a croaker or a pinfish. Also a great Pompano bite that time of year off the beach. Even if you do hire a guide I would think about walking the beach in the morning and tossing swim baits, jerk baits and spoons. At times there are PILES of snook off the beaches in that area, and July can be really good.
